The tower goes up in tier after tier of arches, and it is nowhere near finished — the top storeys are still raw red brick, cranes hang off the sides and scaffolding clings to nearly every level. A town has grown up around the base, with ships tied at the harbour on the right.
Down in the corner a great man in a long robe has come to inspect the work, and the stonemasons have put down their tools and dropped to their knees in front of him.
